“The dog was in immense distress and several diseases, which would have taken months to develop, had ravaged its body.
“The dog was bleeding from open sores and pieces of flesh were literally falling from its body.
“To save any further, and unnecessary suffering, the animal was put down by a vet.”
The dog was found last Wednesday by a member of the public walking along Penrhos beach.
She added: “This dog had not been abandoned for long as he had been fed and watered and also he would have been spotted sooner by a member of the public.
“We believe he was dumped recently and someone must have been keeping him in that condition for some time.
“The dog must have been in absolute agony. Despite this he was still good natured when we picked him up but we had to put him out of his misery.”
The county council is now working with the RSPCA in a bid to track down the owner, and a prosecution could follow.
The Mail was presented with further horrifying images of the animal but felt them too strong to publish in a family newspaper.
