MP blasts Brunstrom over speed campaign

NORTH Wales Labour MP Martyn Jones last night accused Richard Brunstrom of misleading the public over the Arrive Alive anti-speeding campaign.

The MP for Clwyd South said his criticisms centred on the Chief Constable's decision to go back on a pledge to put up new speed cameras only at danger spots.

And he claimed statistics had been misused to wrongly claim Arrive Alive had dramatically cut deaths and serious injuries.

He added the danger was that, unlike the successful Clunk Click campaign to persuade motorists to wear seatbelts, drivers would resent Arrive Alive - and refuse to drop their speed.

"I want to see road deaths cut at much as anyone, but you can't misuse science to justify a good cause that depends on co-operation from the public," he said.

"People were told that mobile cameras would only be placed at danger spots, but I don't accept that has happened. They are being put on overpasses on the A483 and at the end of 30mph zones.

"It was then claimed that deaths and serious injuries had been cut by between 19 and 40pc, but it is a total misuse of statistics to say that. They can't claim that any lives have been saved. had any effect yet.

"I'm very worried about the effect of this ding-dong on police-public relations. It will mean that people will carry on driving as they do at the moment."

Mr Jones said the first three months of 2003 had been compared against the average of 1999, 2000 and 2001 to produce the "evidence" of a big drop in deaths and serious injuries.

He said the chief constable should have waited until there were proper statistics available to judge the success or otherwise of the campaign - even if that meant waiting a year.

Mr Jones also criticised Mr Brunstrom's controversial decision to use footage of pensioner William Shaw's speeding conviction at a press conference to justify the campaign.

He said: "This man was a former bank manager, not a young tearaway. It was simply not necessary to use film of a pensioner in that way."

Mr Jones stressed he admired the chief constable's enthusiasm for his job and said he did not have a problem with him on a personal level.

"Deaths and serious injuries have been dropping steadily for 15 years, because of better brakes, better cars, better roads and better signage. It's absolute rubbish to claim that Arrive Alive has
