Enemy of the state

Dec 31 2003

By Eryl Crump, Daily Post

NORTH Wales' top cop has been branded an enemy of the state by BBC's Top Gear programme.

Chief Constable Richard Brunstrom was the only person nominated for the spoof accolade announced during Sunday night's edition of the hour-long motoring show.

The programme's controversial presenter Jeremy Clarkson said: "He is the person who has done the most to harm the cause of the petrol-head.

"He is the man who described speeding motorists as criminals and then regretted it shortly afterwards when a national newspaper allegedly caught his daughter speeding.

"He also said there is no more excuse for drifting over the speed limit than for driving a knife into someone.

"It is interesting to note that in April this year, as his war versus the motorist carried on, his force posted the lowest clear-up rate for burglary ever."

Fellow presenter Richard Hammond said: "Richard Brunstrom has won the award for his resolutely unpopular anti-motorist stance."

Mr Brunstrom was not in the Top Gear studio to accept the award and was not given the right to reply.

Last night he refused to be drawn into the war of words.

But a North Wales Police spokes-woman said: "Things seem to have gone downhill for the BBC since the

1975 More-cambe and Wise Christmas special."

Desp ite Nor th W al es Po l ice, through its controversial Arrive Alive campai g n, han d i n g out record numbers of speeding tickets Mr Brunstrom has insisted the campaign against speeding motorists was saving lives.

Mr Brunstrom said Arrive Alive meant North Wales Police was likely to reach Government targets aimed at halving the number of deaths and serious injuries on the roads.

He dismissed a verbal attack from former Home Office Minister David Mellor as "nonsense".

Mr Mellor made personal remarks about Mr Brunstrom and accused the police of making "blood-curdling threats to speeding motorists, while wanting heroin legalised on logic that would not persuade a six-year-old".

Mr Brunstrom has also come under fire from a national newspaper which used a speed camera to target members of his family.

Police announced last month that no action will be taken against the chief constable's daughter Kate Brunstrom due to insufficient evidence.

Last week the Daily Post revealed that retired bank manager William Shaw, from Llangollen, was demanding Mr Brunstrom's resignation.

Mr Shaw, 71, was angered when Mr Brunstrom called a news conference to attack him after he complained about a speeding conviction in July.

He lost a 50-year clean driving record when a speed camera in Wrexham caught him driving at 39mph in a 30mph zone. In court he claimed his prosecution was unfair and said North Wales Police had misused their power.

Speaking at the time Mr Brunstrom said the pensioner had been "irrespon-sible" and was "misleading the public." Mr Shaw's complaint against Mr Brunstrom will be discussed when the force's professional standards committee meet next month.

Earlier this year Jeremy Clarkson was embroiled in a row after urging car enthusiasts to head to rural Wales.

He suggested Welsh rural roads would be best used for a test drive "because no-one wants to live there".

The comments drew protests from Clwyd West AM Alun Pugh who wrote to BBC director general Greg Dyke demanding stricter guidelines for producers making motoring programmes.
