In a report to the executive board chief social services officer, Andrew Figiel will ask councillors to:

Agree to the reprovision of residential care service currently at Llys Madoc and for it to be undertaken in a timely way within the Homes Closure Protocol.

Subject to the above give a commitment to current long-term permanent residents in local authority care to remain where it is consistent with their assessed needs, desire to do so and where it continues to be viable.

And that the local authority “ceases the direct provision of residential care for older people (including nursing care)” other than the two above recommendations.

Council chiefs insist they are trying to get the best value care for the elderly and vulnerable and invest in more services in the community.

A new facility to provide respite, day care and intermediate care is being looked at. But that would need a major grant to build.

Mr Mack said: “It is an absolute outrage. My main concern is for the well-being of the elderly.
